54鳴海 大典67Daisuke NARUMI松川 寿也68Toshiya MATSUKAWA 農山村の経済復興ならびに低炭素化を視野に入れた地域再設計の在り方に関する検討 (2015年採択)Study on the strategy of regional redesign for the realization of economic revitalization and low carbon society around the rural village (Project 2015)市街化調整区域における有料老人ホーム等サービス付き高齢者向け住宅の立地コントロールに関する研究 (2015年採択)A Study on Location Control of Fee-based Home etc for the Elderly in Urbanization Control Area (Project 2015)我が国の農山村では過疎高齢化に伴う地域衰退が深刻であり，今後も更なる衰退が予想されることから，地域・生活の質の維持を可能とする再設計が求められている．本研究では農山村における現状の生活実態アンケート調査を基にして，CO2予測モデルの構築や地域再設計シナリオの作成を行い，最終的には地域再設計がエネルギー消費量やCO2排出量に与える影響を評価した．その結果，我が国の農山村地域では家庭内と比較して日常移動におけるCO2排出量が大きな割合を占める一方で，1人当たりCO2排出量は地域集約を伴う産業活性化シナリオにおいて大幅な削減効果があり，2050年には2015年比で約60%の削減，家庭内に対する日常移動の割合が大幅に低下することを明らかにした．Around the rural villages in Japan, the regional decline accompanying the aging and depopulation is serious and further decline is expected in the future, so it is required regional redesign that enables maintenance of regional quality of life. In this research, we conducted the questionnaire survey on the current living condi-tions for typical rural villages, and based on these results we constructed the CO2 prediction model and create the regional redesign scenario, and the effect of regional redesign on energy consumption and CO2 emissions was evaluated. As a result, in the rural villages of Japan, the amount of CO2 emissions in daily mobility occu-pies a large proportion compared with that in households, while the per capita CO2 emissions have a signifi-cant reduction effect in the industrial revitalization scenario involving regional consolidation in 2050, about 60% reduction compared to 2015, and the proportion of daily mobility to households will be greatly reduced.本研究では，開発許可制度における有料老人ホームに着目し，開発審査会基準での規定内容に加えて，市街化調整区域での有料老人ホームの許可実態を明らかにする．その結果，主として以下のことが明らかとなった．①多くの自治体では，有料老人ホームの開発審査会基準に関する具体的判断基準がなく，その基準があっても弾力的に運用されていること．②有料老人ホームの開発審査会基準を持たない自治体でも，調整区域内に有料老人ホームが複数立地していること．③その有料老人ホームの一部には，都市計画法の許可を得ない施設も含まれること．This Study focuses on Fee-based Home for the Elderly in Development Permit System. And it aims to clarify the enacted provision in Standard for Submitting to Development Investigation Committee and the fact of approved Fee-based Home for the Elderly in Urbanization Control Area. As a result, we clarify the following. 1) Many of the local authorities have not definite standard of Standard for Submitting to Development Investigation Committee, and its definite standard is also interpreted flexibly. 2) Even the local authorities that have not Standard for Submitting to Development Investigation Committee, approve a Fee-based Home for the Elderly in Urbanization Control Area. 3) The part of its Fee-based Home for the Elderly have not Development Permit.
