Building on existing re-search in the European context, this project aims at providing preliminary datasets to support policymaking based on the assumption that “it is not possible to accept labor while rejecting immigrants.” In doing so, this pro-ject focuses on children abandoned by foreign migrant workers to Japan, who neither legally nor logically exist.2019年参議院議員選挙の公示期間前後におけるパネル世論調査に基づき，インターネットの利用が政治意識の分極化を導く過程と程度を解明する．自民党の党派性に偏るインターネット環境と，自民党以外の党派性（中立も含む）を含むインターネット環境を比較した場合，前者の環境に置かれる効果は以下の通りである．政党に対する感情温度では，立憲民主党に対する世間の注目に隠れる形となった国民民主党，そして地域政党の性格が強い維新の会について公示期間前後の変化を認めた．また政策をめぐる意識では，第1回調査において大半の回答者より選挙での主要争点と見なされなかった「外国人労働者の受け入れ」・「沖縄県普天間基地の県内移設」について公示期間前後の変化を認めた．つまり，公示日前は全国の有権者にとって関心や知識が薄いために形成途上にあった類の意識が，インターネットでの公示期間の報道や情報検索を経て有意に変化する．This study is based on the panel survey on the Upper House election in 2019. The survey was conducted right before the official announcement of the campaign season and right after the election day. First, this study compares the changes on the political thinking before and after the campaign between those who were sur-rounded by the internet media with the partisanship of the LDP and those who were not. The analysis exploits the framework of the propensity score analysis and the Difference-in-Differences. Regarding the people who were surrounded by the internet media with that partisanship, they changed their feelings toward the Demo-cratic Party for the People and the Nippon Ishin. Besides, regarding the people who were surrounded by the internet media with that partisanship, they changed their feelings toward the issues on the revision of the Im-migration Control Law and on the U.S forces relocation in Okinawa.意思決定プロセスにおける住民参加は，意思決定の質や透明性，受容性を向上させ，その後の対立や紛争を未然に防ぐものとして注目されている．本研究は，地理的・文化的な共通点を有しつつも，原子力政策が大きく異なる東アジア，特に原子力発電所を有する日本・中国・韓国・台湾に焦点をあて，原子力利用に関する住民参加の具体的事例について調査・分析した上で，原子力分野における住民参加制度のあり方について検討した．その結果，原子力政策や法制度の違いを超えて，住民参加が意思決定の質の向上に有益であることを確認するとともに，従来の日本における住民参加概念を超えた，新たな住民参加の法的枠組みに関する示唆を得た．It is widely recognized that public participation in the decision-making process may enhance decision quality and prevent subsequent confrontations or conflicts among various stakeholders, including the public.
