Therefore, this study analyzed the issues that may arise in the fu-ture in Japan as a whole based on field surveys and various statistical data using the “Noto Peninsula, where population decline and depopulation are progressing” as a model.本研究では，ミャンマーの隣国タイの国境地帯に注目し，2021年のクーデター後に難民や亡命者がどのような活動にあたっているのかを明らかにする．2021年2月にミャンマーではクーデターが発生し，民主的な政権が転覆した．その後，軍事政権による統治が始まり，政治的自由は大幅に縮小した．軍政に反対する市民に対しての弾圧も続いている（中西2022）．タイ国境沿いには難民が押し寄せており，その中には亡命政治家や，政治運動に参加して職を追われた公務員の姿もある（NHK2022）．さらに国境沿いでは難民に対する支援が実施されている．本稿ではタイ国境地帯において現地調査を実施することで，国境地帯におけるクーデター後の変化を明らかにする．This research reveals cross-border political activities conducted by the people of Myanmar from neighboring countries, especially in Thailand. In February 2021, a coup occurred in Myanmar, overthrowing the democrat-ic government. After that, a military government began to rule, and political freedom was greatly curtailed. Citizens who oppose the military government continued to be repressed. Refugees were pouring in along the Thai border, including ex-politicians and civil servants who forced out of their jobs due to their participation to the Civil Disobedience Movement (CDM). Assistance is also being provided to refugees along the border. This paper clarifies the post-coup changes in the border area by conducting fieldworks in the border area.大規模な災害が多発している昨今，被災地域の住民や国や地方自治体のみで災害の復旧・復興活動を担うのは困難であり，災害ボランティアやNPO，NGOによる外部支援が必要不可欠である．1995年の阪神淡路大震災以降は，国内で災害が発生する度に災害ボランティアが全国からかけつけるようになり，災害ボランティアは災害復旧・復興のアクターとして欠かせない存在となった．本研究では，災害の復興期に焦点を当て，ボランティアやNPO，NGOや多様なアクターの役割や機能を問うことを目的としている．研究期間を通して，災害の復興期のアクターとして，特に災害ボランティアとNPO，郷土芸能の関係者，被災地の若者を対象にアンケート調査や聞き取り調査を行い，その研究成果を国内外の論文や報告発表を通して広く公開した．In these days of frequent large-scale disasters, it is difficult for local residents, national and local governments to take charge of disaster recovery activities alone, and external support by disaster volunteers, NPOs and NGOs is essential. Since the Kobe Earthquake in 1995, disaster volunteers have been mobilized from all over Japan whenever a disaster occurs in Japan, and volunteers have become indispensable actors in disaster re-covery. This study focuses on the recovery period of disasters and examines the roles and functions of volun-teers, NPOs, NGOs, and various actors.
