Review of Fukushima Revitalization Policies during the 10-year Reconstruction Period and Identification of Long-Term Issues for Revitalization of Fukushima after the Reconstruction Period (Project 2020)A development and operation of “A Support System for Disaster Prevention and Evacuation” for all of the regional inhabitants, learning from the Kumamoto earthquake and utilizing it for the Tokai earthquake (Project 2021)川﨑 興太68Kota KAWASAKI古賀 元也69Motoya KOGA復興期間10年間における福島復興政策の検証と復興期間後の福島復興に向けた長期課題に関する研究（2020採択）熊本地震から学び東海地震に活かす一般・要援護者の防災活動支援システムの開発と運用（2021採択）59本研究は，復興期間の最終年度にあたる2020年度から，復興期間後の初期にあたる2023年度までの4年間において，福島長期復興政策研究会における学際的な研究活動を通じて，特に都市計画・まちづくりの視点から，①復興期間である10年間における福島復興政策に関する検証を行うこと，②復興期間後の初期における福島復興政策の実態を明らかにすること，③福島復興に向けた長期的な課題を提示することを目的とするものである．この目的を達成するために，①福島復興政策の変遷と学説・言説に関する分析，②原子力被災12市町村の復興まちづくりの実態に関する分析，③原子力被災12市町村の帰還者と避難者の生活実態と生活再建に向けた課題の分析，④復興期間における福島復興政策の検証と復興期間後の福島復興に向けた長期的な課題の抽出，⑤研究成果の発表が行われた．The purpose of this study is (1) to examine Fukushima revitalization policies during the 10-year reconstruc-tion period, (2) to clarify the actual situation of Fukushima revitalization policies in the initial period after the reconstruction period, and (3) to identify long-term issues for revitalization of Fukushima through the inter-disciplinary research activities of the Fukushima Long-Term Recovery Policy Study Group from FY2020, the final year of the reconstruction period, to FY2023, the initial period after the reconstruction period, espe-cially from the perspective of urban planning and community development. In order to achieve this purpose, (1) analysis of the transition of Fukushima revitalization policies and academic theories and discourses, (2) analysis of the actual situation of recovery planning in the 12 nuclear-affected municipalities, (3) analysis of the actual living conditions of returnees and evacuees and the issues concerning rebuilding of their lives in the 12 nuclear-affected municipalities, (4) review of Fukushima revitalization policies during the reconstruc-tion period and identification of long-term issues for revitalization of Fukushima after the reconstruction peri-od, and (5) publication of research results were conducted.地震多発国である我が国では，全国各地で大地震に備え，防災教育や防災訓練等，防災まちづくりの取り組みが多く見られる．しかし，このような取り組みは，自治体ごとに実施しているケースが多く，地域連携による取り組みがあまり見られない．そこで我々は，災害を経験した益城町と今後の災害に備えている東海エリアの地域が連携することで，より有用な防災まちづくり活動が可能となると想定し，防災マップづくり支援システムを開発し，システムを活用し，二地域連携による防災まちづくり活動に取り組んだ．支援システムはユーザーがWSで活用し，デジタル版のマップを作成するシステムである．この支援システムは地域住民，自治会や行政等をユーザー対象としており，子どもが簡単に使用できるよう分かりやすく，使いやすいインターフェイスのデザイン，操作性としている．また，支援システムは，PCだけでなく，まち歩きをしながらその場でマップ作りができるよう，iPad等のタブレット端末やスマートフォン等のモバイル端末でも使用することができ，タブレット等で撮影した写真をそのまま支援システムの地図に掲載することができる．
